Its name as a ring expressway is a misnomer because the expressway has two termini, Shanghai and Ningbo. It is not a true orbital because although it does form a ring around Hangzhou Bay, there are two extra sections which extends from the loop or ring. One extra section extends from the northeast corner of the ring to Shanghai and is also designated the Hangzhou Bay Ring Expressway. Another section extends from the southeast corner of the ring to Beilun District, an international port area, in Ningbo. The expressway is best thought of as an orbital with two tail, or extra, sections extending out of it.
The ring of the Hangzhou Bay Ring Expressway is entirely in Zhejiang Province. It begins in Ningbo, and clockwise, proceeds west to Hangzhou, east to Pinghu, Jiaxing, and south across the Hangzhou Bay using the Hangzhou Bay Bridge back to Ningbo.
The section to Shanghai is not part of the ring or loop but is designated part of the expressway. It begins on the north side of the Hangzhou Bay Bridge and proceeds northeast to Shanghai.
The ring portion of the expressway does reach the city of Ningbo. However, it only reaches its western districts. The extra section serves to traverse the city and ends at Beilun District in eastern Ningbo. The expressway ends at Yingbin Road, right in the heart of the international port area.
